Jeff Towers, TVPX, Vice President & General Counsel

Jeff has served as General Counsel for TVPX since 2004. The TVPX companies provide the aviation industry with FAA owner trust and U.S. customs brokerage services. Jeff is the past Chairman of the National Business Aviation Association (NBAA) Tax Committee and is an active member of various other aircraft and yacht related organizations in the U.S. and Europe. Jeff has given presentations on aircraft tax, registration and related issues to major manufacturers and lenders, and at various aircraft conferences including NBAA, HAI and Corporate Jet Investor.

David Hernandez, Vedder Price, Shareholder and member of the firm's Global Transportation Finance team

David was recognized in Private Aircraft (Global-wide) in Chambers High Net Worth as one the world’s leading high net worth business aircraft advisers, he was ranked "Band 2" 2016 through 2021 and ranked "Band 1" in 2022 and 2023. In 2015, 2017 and 2018, Vedder Price was named Airline Economics Aviation 100 Law Firm of the Year.

He frequently advises clients on new and used aircraft purchase/sale agreements, fractional program documents, aircraft management agreements, aircraft registration, aircraft use policies, cross-border transactions, personal use of company aircraft and aircraft use agreements to ensure compliance with FAA, SEC and IRS regulations. He represents a wide variety of clients, including Fortune 500 companies, high net worth individuals, corporate flight departments, charter operators, some of the largest aerospace manufacturers and suppliers, airlines, defense contractors and airports. Mr. Hernandez also has considerable experience assisting clients with aircraft operational issues, financing, leasing and regulatory matters, complex government investigations, aircraft and part certifications, and FAA, DOT, BIS/OFAC (export controls), IRS and SEC enforcement matters.

He recently represented various clients in several aircraft transactions, including the purchase of a Bombardier Global 7000, two Bombardier Global 6000s, a Gulfstream G650, Global 3500, Dassault Falcon 7X, Falcon 2000, and the sale of a Gulfstream G550, a Gulfstream 450 and a Cessna 560 XLS.

He also represented several clients in federal government enforcement actions, many of which resulted in dismissals, including the dismissal of an enforcement action with a proposed civil penalty in excess of $1,000,000. Mr. Hernandez is a frequent speaker at conferences on a wide variety of aircraft and regulatory topics. Since 2019, Mr. Hernandez has been recognized among the world’s leading aviation attorneys by Euromoney Legal Media Group’s Expert Guides. Mr. Hernandez has been selected for inclusion in Who’s Who Legal’s The International Who’s Who of Aviation Lawyers, as one of the Top Attorneys in the Washington, D.C. Metro Area (Aviation Law), and was also named in Washington, D.C. Super Lawyers. Prior to joining Vedder Price, Mr. Hernandez was a Prosecutor at the FAA as well as a DOT Honors Attorney. He also served in the Office of the Counsel to the President during the Clinton Administration and was a Captain in the U.S. Air Force.

 

Laura Martino, Global Jet Capital, Associate General Counsel, Compliance & Privacy

Laura is Associate General Counsel, Compliance & Privacy at Global Jet Capital where she heads up compliance. She advises the leadership team and originations deal teams on international sanctions, anti-bribery, data privacy and anti-money laundering matters to minimize the company’s risk profile.  In addition, Laura advises on data privacy matters on a transactional and operational basis.  Before joining Global Jet Capital, Laura spent 5.5 years an in-house attorney with a global patent renewals firm with 2,000 employees in 26 offices globally, where she advised the organization and its external clients on anti-bribery and international sanctions.  Laura started her legal career at the White House in the Office of U.S. Trade Representative (USTR), where she drafted talking points to prepare the U.S. for international trade missions.  Laura represented clients on similar matters in private practice and has published articles on customs, sanctions, export controls and anti-bribery.
